Tiered thresholds apply based on the workplace headcount, and dismissals within a one-month period are counted together. The threshold calculation is the first step of planning.
The thresholds sit in Article 29 of the Labour Law (No. 4857) and are tiered by workplace headcount — broadly ten dismissals where 20 to 100 work, ten per cent between 101 and 300, and thirty at 301 and above — counted over a one-month window. A collective dismissal also obliges you to consult the union or the workplace representative, and separately to notify İŞKUR thirty days in advance — so the calendar matters as much as the count does.
