The distinction that matters: a mortgage in favour of a bank is generally fine as long as the full USD 400,000 is actually paid to the seller and documented. But any part of the price left owing — vendor or deferred finance — is not counted towards the threshold. Run the financing plan through an eligibility check before signing.
